Brief description: The objective of the survey is to assess the current situation of the enforcement of the Law and directive on GA and utilization of the portal, reveal encountered problems, and provide recommendations on the improvement of GAL and GAP. The survey covered the following target groups, data providers: Institutions listed in 3.1.1-3.1.5 articles of the Law on GA, data users: Research institutions, higher educational institutions, CSOs, media and citizens, controllers: Audit offices and Citizen’s Representative Khurals as per Clause 8 of the Law on GA, relevant departments of the MoF, and M&E and Internal Audit Departments/Units of organization. The data collection was conducted on 19 February-3 April 2020 in Ulaanbaatar, Dornod and Orkhon aimags and reached 1645 respondents in total. Focus group discussions were organized with the participation of information user groups such as researchers, university researchers, civil society representatives, media editors, and journalists and identified information that needs to be made transparent to the General Budget Governors, Foreign projects and programs, Government Special Funds, and SOEs. And three discussions were held with the representatives of the General Budget Governors, the Government Special Fund and SOEs. Difficulties in disclosing budget and financial information, and opportunities to link budget execution with performance indicators were identified and received suggestions for improving procedures and systems.

Brief description: The analysis of the risk and factors which influence the capacity of participants of the non-bank financial sector will make an important contribution to the sustainability and further development of the sector. Built on the international research and best practices, the impact assessment of factors which influence the capacity of participants of non-bank financial sector was conducted in the following three stages: identify and assess the risks of each sub-sector using quantitative and qualitative assessments; identify internal and external factors that impact the performance of sub-sectors and assess their impact on performance and risk levels; draw the interconnectedness and contagion of the financial sector.

Brief description: The goal of the assignment is to increase awareness and engagement of youth in social accountability. For the SAY-Social Accountability through Youth project in 2019-2020, we focused more on engaging the youth directly and encouraging them to practice social accountability by organizing project competition in Hackathon format and facilitating social accountability project implementation. We organized a nationwide project competition open to all university students and selected 12 project initiatives to be implemented using the Hackathon platform. The project competition theme was: “Health issues of students” where students were invited to solve issues related to the health sector in their everyday life using social accountability tools. In order to promote social accountability concept and promote the participation of provincial students, we organized a training for 12 teachers from 4 provinces with most students, Orkhon, Darkhan-Uul, Dornod, and Khovd, on social accountability concept, initiatives, projects, SAY project 2019-2020, and Hackathon competition on the 27th of November 2019 in Ulaanbaatar. 12 teachers of the provinces organized the SAY project introductory meetings to a total of 496 students in their respective province universities. About 300 students from more than 20 universities participated in the SAY Hackathon 2019-2020 and presented 108 project initiatives to solve their pressing health issues. Overall, the project activities carried out smoothly and completed all planned activities successfully despite COVID 19 global pandemic.

Brief description: The goal of the assignment is to increase awareness and engagement of youth in social accountability. The assignment has two main specific objectives 1) to directly engage youth, especially in rural areas, in social accountability initiative through debates and academic conferences in relation to good governance, 2) to create awareness of and spark interest in social accountability concept and initiatives among Mongolian youth through public lectures. At the end of the project implantation, 13 public lectures were organized at the target universities of Ulaanbaatar and provinces. In total, 1044 students participated in the public lectures, of which 76% were women. 7 university-level debate competitions were organized. 10 essays were short-listed. The project closing event took place on 8 May 2019 to announce the winners of debate competition and essay contest.
